Strategic Thinking for the Brigade Command

The overarching objective of this project is to understand how various elements of strategic information processing—particularly framing and identification of problems and the reframing of problems as time elapses—occur at the Brigade level and above. The results of this research will be used as a foundation for training, developmental interventions, or job aids to help commanders and their staffs devise effective strategies to deal with high-level, ambiguous, and complex problems.

This project will examine several interrelated research questions:

1. What skills and expertise are required of commanders and their staffs to facilitate systems thinking, effectively frame a problem, visualize a desirable end state, and identify feasible strategies to achieve that end state?

2. When commanders engage in "systems thinking" or looking at "the big picture," what are the common elements or themes that are consistent across commanders who devise effective strategies? What are the different cognitive and/or interpersonal processes associated with devising effective versus ineffective strategies? When commanders engage in systems thinking, are there variables that effective commanders consistently consider across different problems?

3. What is the process that commanders and their staffs use to frame a complex operational problem, and how do commanders and their staffs know when it is necessary to reframe the problem? What obstacles may interfere with the reframing process, and what factors can facilitate reframing?

4. What information do commanders use to gauge their progress toward a desired end state (i.e., mission success)?

5. Given answers to the above questions, what are recommendations for training, leader development, or job aids to improve strategic thinking and operational design for commanders and their staffs?

Our client seeks to form a consortium of experts to pursue this contract including Universities, private sector companies, and think tanks.  Please email Adam Ishaeik at adam@hunterwellman.com for more information.
