VOLPE
Subcontracting with Large Businesses to Penetrate New Federal Agencies
Our client had significant transportation planning and supply chain management expertise and wanted to pursue funding from VOLPE - a Department of Transportation labratory. However, the company was small (under 6 million) and could not adequately compete against the resources and leverage of the significantly larger incumbent contractors.
Hunter Wellman consultants analyzed the competitive lanscape and determined SAIC, a large IT integrator and provider of scientific/technical services, was a favored vendor. After providing the requried introductions at SAIC, teaming negotiations, and proposal support - our client secured a subcontract on the VOLPE contract under SAIC - and is engaged with developing transportation systems and engineering support at VOLPE.
